Stakeholder Engagement Plan was commissioned under the GCF PAK-RS-003 project “Building capacity to advance National Adaptation Plan (NAP) Process in Pakistan,” delivered by UNEP, to support MoCC&EC and partners at federal and provincial levels in implementing Pakistan’s NAP (2023). The report sets out a structured approach for inclusive and gender-responsive stakeholder engagement, starting with consultations and needs assessments, integrating stakeholder inputs across NAP components, aligning engagement with NAP communications, and shaping a practical NAP roadmap with regular monitoring, evaluation, and updates to strengthen coordinated adaptation action.
