This Legislation and Policy Review has been prepared under the GCF-funded project “Building Capacity to Advance the National Adaptation Plan (NAP) Process in Pakistan”, delivered by UNEP in support of the Ministry of Climate Change and Environmental Coordination (MoCC&EC). It provides a structured review of Pakistan’s existing legal, regulatory, and policy framework against the priority sectors and cross-cutting themes set out in NAP 2023, and identifies critical gaps, inconsistencies, and reform needs that may constrain implementation at federal and provincial levels. The report is intended to inform the NAP Project Management Unit’s internal work on strengthening enabling conditions for adaptation action, including sectoral governance, compliance mechanisms, and coordination requirements.
