It provides a structured review of Pakistan\u2019s existing legal, regulatory, and policy framework against the priority sectors and cross-cutting themes set out in <strong data-start=\"450\" data-end=\"462\">NAP 2023<\/strong>, and identifies critical gaps, inconsistencies, and reform needs that may constrain implementation at federal and provincial levels.
