2nd Project Steering Committee Reviews Progress and Strategic Direction of Pakistan\u2019s National Adaptation Plan Support Project<\/strong><\/p>\n

Islamabad, 10 February 2026: The 2nd Project Steering Committee meeting of the National Adaptation Plan Support Project reviewed progress on implementation, district-level adaptation planning, stakeholder coordination, and climate finance readiness.<\/p>\n

The meeting was chaired by Dr. Saad S. Khan, who highlighted the need to accelerate delivery during the remaining project period. He noted that the project has moved into a more active implementation phase, with renewed coordination, regular Project Steering Committee engagement, and stronger interaction with provinces and line ministries. He also emphasised the importance of consistent financial reporting and improved communication across federal and provincial stakeholders.<\/p>\n

UNEP Resident Representative in Pakistan, Alex Forbes, appreciated the leadership of the Ministry of Climate Change and Environmental Coordination and welcomed progress on District Adaptation Plans. He noted that the next priority is to use these plans as practical instruments for mobilising financing and supporting implementation. He also encouraged earlier engagement with UN entities working in the relevant districts and broader inclusion of civil society organisations to improve alignment, ownership, and credibility.<\/p>\n

The Committee reviewed the quality and structure of the District Adaptation Plans developed so far. Participants emphasised that planning and financing should move in parallel, so that district-level priorities can be translated into investable adaptation actions. The discussion also highlighted the need to consider geographically diverse districts, including coastal and ecologically sensitive areas, subject to provincial consultation, feasibility, and security considerations.<\/p>\n

SDPI informed the Committee that an investor-oriented district dashboard is being developed in addition to the agreed scope of work. The dashboard is expected to identify district vulnerabilities, proposed adaptation measures, and entry points for public and private investment. It is intended to serve as a living platform that can be updated and handed over to provincial governments for future use.<\/p>\n

Representatives from provincial Planning and Development Departments also contributed to the discussion. Sindh highlighted vulnerabilities linked to heatwaves and drought and recommended stronger attention to Natural Capital interventions, including land restoration and environmental protection. Punjab appreciated the district planning work and suggested exploring a provincial-level adaptation plan to bridge the link between national and district-level planning.<\/p>\n

The Committee also discussed the need to avoid duplication of effort across agencies and institutions. Dr. Saad S. Khan noted that multiple organisations are undertaking similar district-level climate studies in some provinces and stressed the importance of stronger inter-agency coordination. He reiterated that the project\u2019s mandate is focused on studies, coordination, and identification of financing avenues, while completed District Adaptation Plans should be used strategically to access climate finance windows.<\/p>\n

The meeting concluded with agreement on the need for improved coordination, financial clarity, inclusive consultation, and timely delivery. Participants reaffirmed their commitment to collaborative implementation and to strengthening district-level adaptation planning in support of Pakistan\u2019s national climate resilience objectives.<\/p>\n

Key Decisions<\/strong><\/p>\n

1. The NAP team will present one consistent and verified financial position in each Project Steering Committee meeting.
\n2. Future District Adaptation Plan consultations will include relevant UN entities at an early stage and expand engagement with civil society organisations.
\n3. Additional districts beyond KP and Punjab will be considered in consultation with provinces, including potential districts in Balochistan and Sindh.
\n4. Thematic refinement of District Adaptation Plans may be undertaken, including clearer framing of rural and urban contexts and consolidation of financial resilience elements, provided revisions are completed in a timely manner.<\/p>\n
